The publication of concession contracts allows citizens to have direct access to the conditions agreed between the state and the concessionaires, helping to strengthen public confidence and oversee projects of national interest.

As provided for in the legislation in force (Law no. 15/2011 of 10 August and Decree no. 16/2012 of 4 July), the main terms of the contracts are already published in the Boletim da República (Government Gazette). The publication below makes the full text of the contracts accessible, with the exception of clauses which, for justified and legal reasons, must remain confidential.

The publication of the contracts respects the balance between the right to information and the need to protect sensitive information. Some clauses are omitted because they contain commercial and strategic data whose disclosure could harm the negotiating position of the state or the concessionaire, unduly favour competitors or compromise the proper execution of the contract. The confidentiality of these clauses follows clear and objective criteria, in line with international best practice and in the public interest.
